Quantity in ILE different to Purchase Rcpt line

Hi ..
I find today that quantity posted in ILE is different to quantity receipt on time of purchase order ..
ex :
Quantity was defined as ( 500 of UOM pack24 ) , means Quantity ( Base ) should be equal to = 12000.
but after we post the PO we find that quantity updated in ILE is only (500).. and in purchase line (Qty. to Receive (Base)) is showing quantity = 11500.
can any one expert explain how and why it happen like that, keep in ur mind that base unit of measurement is not changed since the item created.
