NAV 2009 Pick by FEFO Inventory Pick

I have a client on NAV 2009 R2 and we are trying to setup to pick by FEFO but I can't get it to work.
I set the location up to require pick, and to pick by FEFO.
they do not use whse mgmt. sections or bins.
I set the item tracking up for lot tracking with "man. Expir. Date" checked as noted.
I put the item in stock with 3 different lots with 3 different expiration dates.
I then create the pick, but it creates one line for the full qty with no lot tracking filled in on the pick.
According to the manuals, this is the only setup required, and the pick is supposed to create the lines per the FEFO of the lot.
Does anyone know if this is a bug with a fix, or am I missing some setup that is not noted?
