Yes, in Visual Studio 2008(NAV 2009) and Visual Studio 2010(NAV 2013) select the property WritingMode and set it to "Vertical"
In Visual Studio 2012 & 2013(NAV 2013R 2) you also the option to rotate the text 270 degrees.
