Missing button tool/language

hello,

i'm working on a database classic 2009 and i encounter a strange problem. There is no button to change language in the tool button.

It not seems to be a license problem because with my official dev license, i have the same problem...

You will find Language option after opening Company.

Thank you for your reply but the company is already open. If i change the database, the button reappear.
