How can I set default company for user in NAV 2013 R2?

When I install NAV 2013 R2 in Azure, I get problem "Could not open the '' company. Access is denied to company 'Company1'." When user logon, Until I add Company1 to the user, it can be logon successful.
Can anyone help me? Thanks.
