NAV 2013 R2 RTC SPUR

Hello everybody!
We are Microsoft Parners and going to distribute NAV 2013 R2 as a service. So question for SPLA and SPUR Pro can we let our clients download RTC from out web page? Does it's legal? Or maybe Microsoft SPUR dont allow this method? I have studied SPUR, but dont actually find answer. If someone know answer please give it's with reference to SPUR.
