NAV 2009 (Classic) - Send - Link by E-Mail

Hello,
I've a very exclusive problem here and hopefully anyone can point me in the right direction.
Setup was NAV 2009 Classic on Windows XP with Lotus Notes. The NAV feature "Send - Link by E-Mail" worked perfectly fine.
The new setup is NAV 2009 Classic and Lotus Notes Client (same versions) on Windows 7 (clean install). The send feature doesn't work anymore. A new E-Mail message incl. Subject opens in Notes but the url file is missing. No error message.
What we have tried so far:
- Send Feature works with Outlook (therefore we can assume NAV side isn't broken)
- We can attach a *.url link file manually in Lotus Notes. The client actually parses the url file and puts the content into the e-mail's body. New Outlook version do the same. At least we can assume Notes doesn't block the file.
- UAC is completely off
My guess, a Windows 7 security feature is the culprit. I just have no idea where to start. Any ideas? Ticket with IBM is open but they are dangerously quiet
