Stock Keeping, Re ordering screwed up

We just noticed that stockkeeping units and reordering is taking into account items on a purchase quote. Why is that?? That seems flawed.
So when a user has 5 purchase quotes over the course of the year, with an item listed there, MRP won't call for a reorder on that part because it accounts for those parts on the quote and doesn't require a req to be pulled.
Am I missing something here?
