The Strange Thing of Margin Setting NAV2013 Landscape Report

Dear all,
I found the strange thing when setting margin in landscape paper with weight 8.45 inch and height 5.5 inch.
When I set the left margin, it actually did not affect the left margin, but it affect the top margin. Is it normal for landscape report or is it bug?
Please suggest. Thank you.
