Support on NAV 4.0 was discontinued long before Windows Server 2012 was even released. So I doubt MS even bothered testing this combination. Therefore the answer is no.

Thank you, i have say that, Nav 4.0 SP3 is compatible with Windows server 2012.

Just because it maybe worked for you, does not make it compatible. Compatibility implies a level of official testing and support.
