If this is a new report (not standard NAV Report) then it is easy.
Export the report from NAV 2013 R3 as a TXT file.
Start NAV 2013 and import the txt file. Compile it, done.
This will only work if it is not a standard NAV report, as you won't be able to import txt version of a standard NAV report.
That's exactly how I've tried in the first place. But I get report definition differences error, when I'm trying to compile it. I guess it's because of the RDLC version difference!?
In fact I had the report in a previous build. I modified it in R2 and wanted to import it in the ealier version.
And yes, I tried to compare the differences in text but it was madness in the layout. I preferred in the end to apply the changes manually in the designer.
