Is it really not possible to design reports via Visual Studio 2010, this also needs Visual Studio 2013 or...?

Visual Studio 2012.

You can also use Report Builder 3.0 under tools-->Use Report Builder which will be installed by default with NAV2013R2 for small changes..

Report Builders isn't really for small changes, more like for clean reports. In the huge mess of the invoice layout it is impossible to find anything without VS Document Outline. OTOH for R113 OK.
