The primary difference is the Transfer Order works as a 2 step process. Ship from source location to in-transit location. Then receive from in-transit to destination location. The reclass move from source to destination in 1 step. The end results are the same.
The revaluation journal lets you adjust the value of goods on stock. Thus you influence the inventory value and also the cost associated with sales and consumption of those goods.
Transfer does not change the value of goods but their location.
