non trading location

hi experts
I have 3 location out of which 2 is tarding and having the ecc no and one location is non trading .
but during transfer data from one to another location excise is not hiting into the excise ledger . plz tell me is it essential to specify ecc no for non trading location into the location card for passing excise into the excise ledger.
