Purchase Workflow - with user specified routes

Hi,
NAV 2013 Approval Workflow could not let user select the intended workflow route.
i have issues with
a) 1st Purchase Quote - for IT purchase be routed to IT HOD>CEO.
b) 2nd Purchase Quote - for Expenses be rounted to Finance HOD > COO>CEO.
The initiator could be the same person.
I noticed Approval Template - purchase quote only restricted to on group of approver.
either one above.
How could we let user select the relevant route?
