NAV 2013 / Excel integration

We're getting a new client up and running on NAV 2013. They have Office 2007 SP3. The first two users that have tried sending a list to Excel have had it fail. Two different results...but both failures:

User 1: Gets a file type warning referencing the .xla. Clicks yes to open it anyway. A blank excel worksheet opens up.

User 2: Runs the Send to Excel action. For a second or two the cursor changes to the busy/wait indicator, then nothing happens. Cursor goes back to an arrow, Excel does not open.

NAV 2013 supports Office 2007 SP1 and newer, so i'm not sure what the problem might be here. Any suggestions?
