Assembly To Order Warehouse Activity

Hi there,
Does anyone have tried to do Assembly To Order with location code that require ship & require pick. I found no way out when using this combination, I can't do either the posting shipment function from Warehouse Shipment or Create Pick from Related Warehouse Shipment.
Please let me know your thoughts.
