Migrate NAV 2009 R2 to NAV 2013

Dear Microsoft,

I am doing migrate from NAV 2009 R2 to NAV 2013 and I had followed the instruction from this below:

I completed the task to merge the version of text files and export to the new custom version text files. but when i do import into new Microsoft Dynamic NAV 2013 database, it show the message below:

Microsoft Dynamics NAV Development Environment
You do not have permission to create the 'Setup Checklist' Report.

Contact your system administrator to have your permissions changed.

Could you please give me some to solution to solve this issue?

    Did you Upload correct License file?
    Do you have admin and owner roles in database?

    Although I'm not from Microsoft, I'll reply anyway.

    There is no report 26 in NAV2013, therefore it cannot be imported in text-format. As this report doesn't exists anymore, you should not do any merging on this object (see http://msdn.microsoft.com/en-us/library/hh997122(v=nav.70).aspx).

    Yes, i have developer license and i also assign the permission for SQL database user.

    Yes. I saw like this.

    One more thing, If there are too many customization on the Table and Form.
    What should we do?
    Because in Microsoft Dynamic NAV 2013 not using the Form anymore.

    Do the customizations on the page with the same number instead.
