Active Session not refreshed after a user closes NAV

Dear All,

My client is using NAV 2013 and is facing a strange inconsistent issue, this is the scanario

Licensed no. of users : 3
Current Users: 3
1 of the 3 users closes NAV, when he tries to re-open immediately after NAV is closed, the error that no licenses are available is triggered. when i check the active sessions on sql, the third user is still appearing, after around 10minutes the user tries again and he successfully logs in.

May I please add, the user makes use of Jet Reports too.

Any ideas of what might be causing this?
