Environmental Handling Fees (EHF)

Hello everyone!
Does anyone have any idea on how to make Navision 5 SP1 handle Canada's different Environmental Handling Fees (EHF) for electronic products ?
These fees vary depending on the type of product (TV, radio, computer, etc.) and the province to which the product is sent/sold.
Also, from one Customer to another, the fees may or may not apply. If the Customer is registered to bil his customers for the EHF, we must not bill EHF to that Customer. If our Customer does not bill the EHF to his customers, than we must bill them.

I mean, something must already exist to make Nav 5 SP1 handle those EHF.
