Report transfooter printing on next page by itself

Have a report in Navision 2.6 where we print the company logo on the bottom of each page using the transfooter.
Occasionally, the transfooter does not print at the bottom of the page, but at the top of the next page.
The page numbers are printed on the report, so Navision knows it is on a new page.
It seems to be tied to how many detail lines there are on the page and whether that is also the end of the detail.
(The report then prints the subtotal on the same page, then the transfooter on the following page and the report totals on the page after. There are some data items that print after the subtotal if they exist - in this case they do not.)
Is Navision getting confused or is there something we can do to fix this problem?
