Yes, the web client is included in the base installation. This means that you will no longer need expensive add-ons to publish the NAV client over a secured web or private cloud.

To underline Alex Chow's statement, here a link to MSDN Microsoft Dynamics NAV Web Client.

The products Savatage mentions are 3rd party solutions that certainly have their merit but are not essential to get Web access with NAV 2013.
