Nav13 - Not possible to place a toolbar over an image

Hi,
it is not possible to place textboxes (in visual studio layout) and others over an image that take the complett site. The problem is that the print will show the background image (formular) on page 1 and the texts on page 2. But the goal is to show the texts over the image to fill the formular out.
In Nav 2009 with Section there is works great.
