How can we ensure threads are marked as solved

Hi
It seems many threads are still open, even when they should'nt be.
I know this has been discussed before but hav'nt been solved completely.
Do we have moderators?
If a few regular users were able to easily mark threads as solved, that might solved the problem?
Moving the Topic Attribute dropdown up beside the "Post Reply" button would make it alot more noticeable too, I think.

The use of the Topic Attribute is optional. We cannot enforce this from our forum users.
