Hi,
I am able to connect to a Nav 2013 db, via development environment of
a client machine. But on trying to run RTC of it, it gives error.

So i tried changing the configuration of the current running service of client machine.
i entered the Db Server as the ip address of the main server.
On running the service the following error occurs:

Server Instance 'MicrosoftDynamicsNavServer$DynamicsNAV70' failed to reach status 'Running' on this server due to the following error:
'Time out has expired and the operation has not been completed.'. Additional information may be in the event log of the server.

What could be the solution for it. ](*,)

How did you install NAV2013 in Server? demo option?
What did you have in Database Server under File-->Database-->Information of Developement Environment?
Can you be able to connect to RTC in server itself?
Is NAV2013 Server running in Server machine?

Have you applied the latest hot fix to the service tier? I had a similar issue with starting a service. Can you change it back to the original settings and start it?

Check the Config file in server and Client ie.DatabaseServer,DatabaseInstance and DatabaseName

As mentioned, check whether you have same version in both server and client..
