Locks are quite normal in every multi-user database system. If they lead to unintentional system behaviour (e.g. deadlocks, slow down the functionality,...) there are a couple of things you can do to improve the system. But that depends on your individual situation. So, a lot more information is needed to decide what could be of help for you, e.g. system environment, what exactly happens (what do the users do), how did you notice/measure the slow down in your system,... ?
