We have 20 user license of NAV 4.0 SP3. We require 30 users right now. If we buy new 10 licenses of NAV 2009, can it be clubbed or used with old licenses.

Ask your MS partner?
As KeeperRU states, the best thing to do is ask your MS Partner.
They will have on record your existing 20 users and usually be able to issue you a new license containing the 30 users within a day or two.
I do not recommend clubbing old licenses as the poor things suffer enough
