Nav 2013 License question

Hi

I've 2 databases:
DB1 and DB2.

My license file is configured to have 5 users.

If I start RTC for DB1, When I try to open my 5th concurrent session, I receive "Your program license does not permit more users to work ....."
If I start RTC for DB2, I can open my 5 concurrent sessions.

I tried in other server (different PC) the same license file.

I can only open (MAXLicense session - 1) concurrent users (only 4 in my case)
I tried with a 8 license file, and only can open 7 concurrent sessions.

I downloaded all hotfixes.

Anyone has the same issues ?
