xmlport csv file import

Hi all ,
I am having a problem and i am stuck on this for quite some time now. I have designed an xmlport which imports a .csv in the RTC. I require to check a table before importing the csv file and if there is a record with the same transaction number in the table then the importing will stop.
Any help or directions on checking a table onbeforeinsert a csv please??
