NAV 2013 Mergetool I/O exception error

I am merging upgraded NAV 2009 R2 with NAV 2013 using the latest mergetool. So when I run the import object text file found under versions,After specifying the File Name path I get the error below
"An I/O exception has occured during the operation"
How do I solve this

The objects text file you are importing must be saved on the service tier system path.
