NAV 2009 / NAV 2013 co-existing report designer

We have the NAV 2009 and NAV 2013 clients installed together on a single terminal server. Everything works great, but I can't seem to get the report layout designer working for both of them. We have visual web developer express 2008 installed, and report design is working fine for NAV 2013. When we go to Layout for a NAV 2009 report, VWD opens up, but it just shows an .rdlc tab and a .xsd tab. When we try to open "ReportLayout.sln" we get the attached error.
Does anyone know what needs to be done to get this working for both versions?
