Default a fasttab to expanded (or collapsed)

Hi,
Is there a way to default a particular fasttab on a page to be expanded when the page is opened? For example, on the Customer Card page, the "Communication" fasttab is collapsed when the page is opened.
I believe that once a user manually opens a fasttab, that setting is saved in their user preferences, but I'm looking for a way to default it for all users.
