you dont have permissions to create a new table

hi good morning one and all

i have installed navision 2009 r2 ,sql,visual studio 2010...
i am getting all the predefined tables,forms,reports,codeunits...etc in nav 2009 r2
but while i am creating a new table with table id 50000

it was throwing an error,
error:you don't have permissions to create a new table

by this error i was unable to create a table,.............

can any one provide a solution regarding this
is this error due to license problem.....

Which License are you using?

Please contact partner to assign Object ID's if you have bought objects..

Sometimes objects are not assigned by the partner. Ask your partner to check if all your objects are assigned.
This is a common problem. I have started checking all new accounts.
