Code on page vs. in CU

Hello is there a difference between running a code in a function on a Page vs. calling a CU from a page and running all the code in CU from performance point of view.

In both senario the code is executed on service tier?

I heard in a lecture that the code on a page is run on client. I just wanted to confirm.
