Installation license for NAV SQL version

I need to install a new license for a NAV SQL version (NAV2009) but it doesn't let me to upload the license. The error I'm getting is that I don't have the permission to run the 'Per Database' License System. The current license might not have the 'per database' granule. But how do I install the new license? The option I have heard about is to go to the SSMS, open the Master Database and remove the '$ndo$srvproperty' table. But I don't have permission to do that.
Is there any 'normal' way to implement a new license for the SQL NAV version?

Login to NAV as a user with System Admin right in SQL. Then you can upload the license.There are no bugs - only undocumented features.0
