Open Database - FATAL Database Error 1303

hi all,

encounter following error while opening database in Developer ToolKit .

FATAL Database Error 1303
A serious error occurred. The application will be closed.

1. Please make sure that your dev license is copied to the Developer Toolkit installation folder. Make sure that you will named it fin.flf.
2. Is your user a super user in that database?

done for both.. license rename to fin.flf, user login as sa.. but still got error..

i guess it takes a partner license to be able to activate them..
