Nav 2013 License question

Hi
I've a very strange problem with the license.
I've a SQL 2008 with NAV 2013. We only use RTC + Web Services. We don't use NAS.
We have a license for 4 concurrent users, but we only can connect 3 users.
I added a limited user to the license (so we have 5 users) but I only can connect 4 users.
Does Service Tier consume a license ?
