Page will not open in RTC

We have a client that has a user that is trying to open up the employee card in RTC. The roles that the user has gives them the proper rights to veiw pages and access to the employee table. But when they are in RTC and selects the employee list and then tries to either view the employee card or even edit or create a new one it doesn't allow them. There is no error message.
