Install NAV 2013 does not start

Hello guys.
I want to install Nav 2013, but when i start setup.exe nothing happened.
In Event Log i have this error - http://i.piccy.info/i7/a424c1d36f4ea46b ... 56/pic.jpg
(Sorry it`s in Russian

The system is Windows 7 x64 Ultimate. Maybe i need to install some additional software?
