License File Importing Warning Message

Hi,
I got the following error when i import the License file to my navision classic application .
Microsoft Dynamics NAV Classic
The operating system cannot access to the file C:\Program Files (x86)\Microsoft Dynamics NAV\60\Classic\fin.flf .
Verify that the file type and attributes are correct.
OK
What is the problem can any one help me.

Check whether you have fin.flf file located at given path..
May i know why are you importing the license?
