I was wondering if NAV 2013 is accessible via mobile devices such as smartphones and tablets....
Is it possible???

yes, you can use the web interface of NAV 2013.
Or you can create an "app" and via webservices connect to NAV2009/2013 server

There are some good third-party add-ons for this as well...such as Anveo Mobile.

According to the MobileNAV Newsletter:
Support for NAV2013 is on the way, right now there is a beta version available, final version should be available very soon
