Only one user can debug at a time per service tier instance?

Hi.
This morning I tried to debug my session while a colleague tries to debug at the same time - his session of course. We figured out that only one of us could debug at a time. (The one who couldn't, hasn't had the Debug buttons enabled on the Session List.)
Is my assumption true that only one user at a time can debug per service tier instance (in the new debugger of Navision 2013)? Or is there an easy solution to enable this? Otherwise we would have to provide a number of service tier instances.
