Item Application Entries missing in 3.10

I am working with a 3.10 database that has missing Item Application Entries. The issue seems to be the same as a documented bug in 3.70 where under certain situations the ILE was applied correctly, but only one Application entry is made (the positive one) this means that the Inventory valuation report is a mess.
There was a tool (Costing error detection and correction) for 3.70 that fixed this, but I can't find anything like this for 3.10.
Has anyone seen this tool for 3.10?
(FYI, probably not too relevant, but basically the client never used Navision Inventory Valuation, but they are getting ready to upgrade to 2013, and we want to get some accurate numbers before moving over.)
