Time Converting or camparision problem

I facing a problem when I compare time and convert the time into number.

I need the solution of below problem please help and suggest.

a person has duty in- time is 9.00 am and out-time is 18.30 pm
if person will in-time is >11.5 and total duty hours is <=4.30 than LWP full day
if person will in-time is >11.5 and total duty hours is >=4.30 than LWP Half day
if person will in-time is >=9 and out-time is <16.30 pm than LWP half day

compare the time field with "09:00:00" its not valid
also punch time - shift in time >2.3 then also invalid

You need to convert 4.30 hrs to milli seconds and also total duty hours

want check only hours and minutes

16200000 means 4 hrs and 30 min. only in milli seconds..
