NAV 3.7 Form Transformation to NAV 2013 Page

Hello Experts,

I'm working on upgrade of NAV3.7 to NAV2013 where i need to transform forms(customized new forms) to pages.
what should be recommended way?
1. Transformation of Pages to 2009 & then again tranforming to 2013
or
2. Directly transformation to 2013 or we have any other options.

Experts views are welcome please.

You need to first Upgrade to NAV2009* version to Upgrade to NAV2013.
We have Transformation tool in NAV2009* only and not in NAV2013.

Does it need to be done on 2009 SP1 or it can be 2009 R2?
