Did you try by setting Repeat Header Rows on Each Page property which is under
Select whole line
Right Click
Select Tablix Properties
Under General you can see Row Headers..
Note: In a previous report also I had same issue & tried few ways (properties), but no work.
So I create a group & place the header in group header, then repeat it every page, then working.
1. Move you table around 15cm down in the Body.
2. In the new White Space create a new List
3. Group your List on "No_Job". Grouping is done in the bottom Visual Studio, a bit hidden.
4. Set the "Add a page break after" on the List Control, if you want a new page for each "No_Job"
5. Now select your table you moved down 15 cm in the Body.
6. Hit or Jump on CTRL+X and then paste the table into your new List.
7. Open "Document Outline" if you can't find it hit CTRL+ALT+T.
8. Verify that your table is indented under the list.
If indented, run your report and let me know how it works. You can also share your "Report.rdlc" and "Dataset.xml" then I will have a look at it.

Quite old topic, but I've met the same problem now.
The solution is described here in details:
