Adding an ActionContiner to a Page

Hi,
I want to add a new ActionContainer of subtype "Report" to hold a range of bespoke actions.
The page is the Sales Order (page 42) and if I add an ActionContainer of subtype Report and put a number of actions in it, the "Preview" in the design environment shows this correctly. However, when I run the form, this container does not show. If I change the page to type "Worksheet" (from type "Document") then the "Report" tab on the ribbon shows OK.
Is this behaviour correct? Is there any documentation to say what ActionContainers are valid for what page types?
