Sections in classic report

I have in the end of my report two Footer-sections (footer(1) and footer(2)).
Footer 1 is in property "PlaceInBottom" set to NO
Footer 2 is on the same set to YES
It seems that footer 1 also inherit this "YES"-property (i.e. if one footer is set to YES then all are placed in bottom).
Does anyone know the solution to this as it seems impossible to get acces to this property during RUN (inserting a new body do not solve the problem).
