I have login new instance through administrator and add a new user and assign super permission, after than log out from RTC, again i login through RTC by administrator its give error as below
"You are not authorized to sing in. Verify that you are using valid credentials and that you have been set up a user in Microsoft Dynamics NAV. "
after than I am not able to login by any user, but I am able to login by Web Client.
so how to solve this problem.

If you can't, just login to SQL management studio, open the database and remove the user you've given rights to, from the user table.
I've made the same "mistake"
Next time, give the user you're currently logged in with, rights first before anyone else.
