How Synchronization User in Dynamics NAV 2013 ?

Hello Master,

I facing some issue when i create the New User in RTC.
When i log in to RTC/Development using new user is fail.
Does any master know how to synchronization User in Dynamics NAV 2013.

No synchronization is required. However, any dev environment user must have dbo access to the database itself (given via SQL Managment Studio).
